Thanks Robert. I have been meaning to follow up on that. User:Bdballweg (creator of the draft) and I know each other and have been in touch over email about this wiki article since he is new to Wikipedia and wanted my help. I helped him with that draft and wrote some parts of it. However, I thought my final draft version was better and the waitlist for getting his draft reviewed seemed really long. So I went ahead and created it. I have merged in everything from that draft (leaving out the reference to ARPA-E website and a few other minor things). So, it can be removed. No mention of HARPA

this agency was proposed under Trumps first term as HARPA, but not with cancer cure as its first flagship project. Instead, it was going to develop violence prediction tools for the purpose of interrupting the potential offender
