First vs second level subdivision
[edit]According to Administrative division: the standard neutral reference for the largest administrative subdivision of a country is called the "first-level administrative division" or "first administrative level". Next smaller is called "second-level administrative division" or "second administrative level". Yet in Administrative divisions of Albania, we're saying that the 61 municipalities are first-level and the 12 counties are second-level. Can someone please explain? - @Bes-ART: My original question was confusing because I mis-typed. But I don't see what the (much larger) counties wouldn't be considered first level, and the municipalities second. Each county has multiple municipalities within it. - Themightyquill (talk) 13:14, 5 June 2019 (UTC)
- @Themightyquill:Understood, but like I said it's not really clear to me either. Is not only Albania that uses this method... For example the Greece to have the same administrative division type. Bes-ARTTalk 14:26, 5 June 2019 (UTC)
- @Bes-ART: But are Albania or Greece officially designating municipalities are "first-level subdivisions" or it's just something that has been done (perhaps accidentally?) at wikipedia? - Themightyquill (talk) 17:49, 5 June 2019 (UTC)
- @Themightyquill: Most of this article is done by me after the changes made by the new administrative reform in Albania. In the Law regarding the subdivisions, it is said that the first level it is the Municipality (shq: Bashki) and the second its is Country (shq: Reth). So it is not a Wikipedia issue. - Read carefully [1], the Country level (in Albanian: Qark) it is referred several times as 2nd level. There is a lot of other things but the logic of this thing it's because of only the Mayor of Municipality it's elected by people. The Prefect is appointed as a representative of the Council of Ministers and doesn't have many powers on administrative units. You can find more info [2]. Bes-ARTTalk 20:39, 5 June 2019 (UTC)
