A note on what "impaired" means here? it is not considered by the Pennsylvania Department of Environmental Protection to be impaired

Should be apparent to anyone who knows what the word "impaired" means. It's not a rare word.

Are "pond" and "flooding" not too common to be linked?

It's an edge case really, but removed.

It's the reference, and I don't particularly think it needs to be stated.
