Contradictory sources

Some sources say abortion is legally unrestricted, with no need for a reason, no gestational limit, no parental notification or consent, no waiting periods, no ultrasounds, no mandatory counseling, and no other rules or restrictions. But other sources say elective abortions are not allowed, and abortions can only be performed for rape or medical emergencies, but not on request.
