Use of tags that oblige the tag placer to explain the tag on the talk page

A few days ago another contributor placed a tag on this article that directs readers to look to the talk page for an explanation as to why it was placed. But no explanation has been supplied.

If no meaningful, specific explanation is offered in a reasonable period of time I will remove this tag.

I think you are wrong. You might read the tag again. It says "Please discuss this issue on the talk page and read the layout guide...".
Let's take this posting here to discuss if the tag placer is oblige to write an explanation when placing this tag.

Without regard to which of us is mistaken on the general issue of whether this tag obliges the tag placer to explain why they placed it, please consider the specific case. I am a good faith contributor who has told you I don't understand why you placed this tag. Please consider whether this obliges you to explain your tag placement.
