Government agency?
[edit]I don't think this article is technically correct in stating that the ASPCA is a government agency. For one, the ASPCA is not a tax supported government entity. Actually, the technical arrangement enjoyed by ASPCA employees is more analogous to a government subcontractor. While the ASPCA was granted arrest powers in the late nineteenth century, they are still a sovereign private organization http://dogbitelaw.com/humane-society-liability-for-dog-bites/humane-society-historically-was-agent-of-the-state.html. It is a unique arrangement where a private organization is granted peace officer powers. However, ASPCA agents do not take civil exams as any other peace officer (that is, one that trully works for a government agency) takes. Officially, (as far as the municipality is concerned) they are considered volunteers http://www.theschwartzreport.com/vb/showthread.php?t=19668. — Preceding unsigned comment added by 76.117.253.109 (talk) 01:08, 31 May 2011 (UTC)
