As the article isn't stable, with quite a lot of changes since the GAN was lodged, and currently has a fair amount of material marked as not being referenced, I am speedy failing this nomination. @Nick-D and Epicgenius: How isn't this article stable? I don't think making additions to improve the article count to this, and this has never been used against any of the dozens of articles I have nominated to be Good Articles. Also, there is not much info marked as being unreferenced, and sources could be readily added as part of the review. Yes - if stability was an issue, this was an improper quickfail. WP:GACR criterion #5 says that an article must not "change significantly from day to day because of an ongoing edit war or content dispute". The criterion also says "Reverted vandalism, proposals to split or merge content, good faith improvements to the page (such as copy editing), and changes based on reviewers' suggestions do not apply to the "stable" criterion." The other issue was the citation-needed tags; three of four were to the same short section and were placed after sentences that were pretty trivial, so they could easily be removed.
