No, the cited New York Times source does not say that. It merely reports hyperbole from a purported human rights group. Per WP:CRIME, we require reliable sources that this was deliberate. Otherwise it is just another air raid. Hawkeye7(discuss)05:59, 28 April 2022 (UTC)[reply]
