Operation Black Swan → 2016 recapture of El Chapo – Per MILMOS - the operation name is not not so memorable or significant here as to override the guideline: it is far from the first op to be nicknamed "Operation Black Swan", nor will it be the last, and it is not even the first such usage to appear on Google Scholar. A descriptive title including the date, type of op and the name of the infamous individual involved is far more useful and recognisable.
