I've just done a quick copy paste with a bit of editing from the google translation of the article on the french wikipedia. The rest still needs to be translated, the references need to be fixed, the article needs to be categorized and Operation Lotus should probably be merged into it. - Meaning of Lif (talk)
I corrected grammatical errors and restructured a couple of sentences. I also added information to the introduction such as info about the causes of the flooding, the length of time that the lake was at flood stage, the record flood level, the state of emergency declaration in Vermont, and the contaminated water supplies in Quebec.
