Well, it's the "play-off semi-finals", and the sentence in question goes "the play-offs, with Peterborough winning 4–3 on aggregate in the 1992 semi-finals..." so the scene is already set with "play-offs" mentioned before the comma and then semi-finals relates thereafter. No. Usually late substitutions were made to waste time. The officials typically add 30 seconds for every substitution to the "additional time" but a slow, protracted substitution can easily eat up a minute or so. Sometimes, also, players are brought on towards the end so they can claim another "appearance" which sometimes is needed to allow them to qualify for a league medal or whatever.
