Registered voters.

- @YOMAL SIDOROFF-BIARMSKII: It's not an uncommon occurrence. It usually happens when voters are able to register to vote for the national-level vote (e.g. the President) but not constituency-based votes (e.g. the National Assembly) and is typically caused by overseas voters being unable to vote in the parliamentary elections. I have checked another source (Dieter Nohlen's book) and that has the same discrepancy. Number 57
