Richmond

Richmond is down here as a Conservative hold, but the article 1982 Richmond upon Thames London Borough Council election starts off by saying "The whole council was up for election and the council went into no overall control". The detailed results suggest that the Conservatives and Liberal-SDP Alliance each had 26 seats, so presumably the council was de facto controlled by which ever party had the mayor after the election on their casting vote. I would note that the Richmond upon Thames London Borough Council article states that "Richmond upon Thames was controlled by the Conservatives from its inception to 1983 when the Liberals and SDP won control in a by-election" so I think this suggests the Conservatives did control the council immediately after these elections. However, I am aware that dead-heat council results are often listed as NOC, with the fact one party gets control by lot or some other method being discounted. Whatever the case I think it would make sense for both this article and 1982 Richmond upon Thames London Borough Council election to say the same thing.
