Issues with election results?

I'm working on getting every single election a full Wikipedia page. I was working on this one and noticed an issue with the election results.
I added the total amount of voters for each party. In the previous version there were 66,115 total votes. After I added everything up, I got 216,701 votes. The Conservative and Labour parties got 92345 and 106253 votes respectively. I checked the population from at the time because I was wondering if I could have messed up majorly, I found a website that lists Hillingdon as having a population of 228,361 people in 1961 and 232,460 in 1971. Even today Hillingdon has 305,900 people. It is also shown on this document (which is listed in the References section as the first reference) that the amount of people who can elect within the ward of Hillingdon is 152,464. I checked their maths and they are correct. But this is still an issue, as that is an almost 50% increase in eligible electors and a 245% increase from the people that are reported to have actually voted.
I also noticed another issue with the turnout for each section - you can see in Belmore that the turnout is listed as 3,462 but the first two rows (which I haven't edited) are listed as 2,204 and 2154. Just them alone is 4358. I checked the document I mentioned earlier and noticed that the column "Number of persons voting" has the same number as in the turnout part of the page.
So what do you guys think is the overall issue? Was there an issue with the documentation of the vote results? Did the original writers of the page mess up? Did I add everything incorrectly?
