I'm removing the reference to a poem by Byron entitled "The Intellectual Eunuch Castlereagh", as there was certainly no such publication in 1818. The phrase is of course from the dedication to Don Juan, which was written in 1818, but which Byron specifically decided not to publish with Cantos I and II in 1819.
