Hi, Justin. Thanks for your interest in this article. It is one of several, in the same format, concerning the Georgia General Assembly. I think you will find that the "Overview" section is the lede. I've tried various placements, but none seem to work as well as the current version. If you can come up with a better format, I would be happy to change all of the related articles to conform.
