In the wilderness, in the second month of in the second year following the Exodus from Egypt, God directs Moses to take a census of the Israelite men age 20 years and up, "all those in Israel who are able to bear arms", but not to enroll the Levites.

God tells Moses to take a census of the Kohathites, Gershonites and Merarites between 30 and 50 years old, who are subject to service for the Tabernacle. God charges Moses and Aaron to take care not to let the Kohathites die because they go inside and witness the dismantling of the sanctuary.

Two years after the Exodus, God tells Moses to celebrate Passover. The day the Tabernacle was set up, a cloud covered it by day, and a fire by night. Whenever the cloud lifted from the Tent, the Israelites followed it until it settled, where they made camp.

God tells Moses to send scouts to Canaan. Among them are Caleb and Hosea. Moses changes Hosea’s name to Joshua. They return and report that the land does indeed flow with milk and honey, but that the people are powerful, the cities fortified and very large, and that they saw giants there.

The community rails against Moses and Aaron. God threatens to strike them with pestilence, but Moses asks God to pardon them. God swears that none will see the Promised Land, except Caleb and Joshua. The Israelites repent and set out to the Promised Land, but Moses tells them they will not succeed without God in their midst. They march forward anyway, and the Amalekites and the Canaanites deal them a shattering blow.

God tells Moses to collect a staff from the chieftain of each of the 12 tribes, inscribe each man’s name on his staff, inscribe Aaron’s name on the staff of Levi, and deposit the staffs in the Tabernacle. Miriam dies at Kadesh. The people are without water, and they complain. The Presence of God appears and tells them to order the rock to yield its water. Moses strikes the rock twice with his rod. God tells Moses and Aaron that because they did not trust him, they will not lead the congregation into the Promised Land. The king of Edom refuses to allow the Israelites to cross Edom. Aaron dies at Mount Hor.

The king of Arad engage the Israelites in battle and God gives Israel the victory. When the people speak against God and Moses, God sends serpents that kill many. Moses intercedes and God tells Moses to mount a serpent figure on a pole and many recover. The Israelites travel on, defeating the forces of Sihon and Og.

Balak, king of Moab, invites the prophet Balaam to come and curse the Israelites for him. Against God‘s warning, Balaam departs, but God places an angel in Balaam’s way. When his donkey swerves from the road, Balaam beats it with his stick. God allows the donkey to speak and allows Balaam to see the angel, and Balaam bows down to the ground. The angel tells Balaam: “Go with the men. But you must say nothing except what I tell you.” So Balaam goes on.

Balak takes Balaam up to Bamoth-Baal to curse the Israelites, but instead Balaam blesses them. Balaam states that he could only repeat what God put in his mouth. Balak takes Balaam to the summit of Pisgah, and once again Balaam blesses Israel. Balak tells Balaam at least not to bless them, but Balaam replies that he must do whatever God directs.
