Owais Ahmed Rana (born 10 July 1988) is an IAS officer from 2014 batch, holding the rank of 741 in the Jammu and Kashmir cadre. He serves as the Commissioner of Srinagar Municipal Corporation and CEO of Srinagar Smart City Ltd.[1]

Previously he held the position of Deputy Commissioner / District Magistrate of Bandipore in North Kashmir region of J&K Union Territory and Deputy Commissioner / District Magistrate of Shopian District of Jammu and Kashmir.[2][3][4]

Before these roles, he served as the chief executive officer of Jammu & Kashmir Energy Development Agency (JAKEDA), Department of Science & Technology, working under Government of Jammu and Kashmir. Additionally he has worked as managing director of the JK State Road Transport Corporation.[5][2]

Early life and education

Owais Ahmed Rana was born on July 10, 1988, in a Gujjar[6] family in Kala Ban, a village near Line of Control in Poonch in Jammu and Kashmir Owais Ahmed’s father, Zahoor Ahmed Rana is a doctor.[3] He received his early education from Delhi Public School, Jammu, and Khuda Baksh Public School, Gurjar Desh Charitable Trust Jammu. He later enrolled at Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir, where he obtained a bachelor's degree in Veterinary Science.

In 2012, he began his career in the Kashmir Administrative Services, holding various positions. In 2014, he transitioned to the Indian Administrative Service (IAS), subsequently being assigned to the Jammu and Kashmir Cadre. From 2014 to the present, he has held several roles, including Sub Divisional Magistrate in Marh, Jammu, Assistant Secretary in the Ministry of Urban Development, Government of India, Sub Divisional Magistrate in Bhadarwah, Sub Divisional Magistrate in Karnah-Tangdar, Additional Secretary in the Finance Department, Deputy Commissioner of Shopian, and Chief Executive Officer of the Jammu & Kashmir Energy Development Agency (JAKEDA) within the Department of Science & Technology. He is the nephew of the prominent educator, social reformer, thinker, and former Vice Chancellor of Baba Ghulam Shah Badshah University Rajouri, Dr. Masud Choudhary.[2]
