I think those IDs are for administrator actions, specifically deletion. We can have it then like this:

No pages link to <b id="specialDeleteTarget">$2</b>{{#ifexist:$1|<span class="sysop-show plainlinks" id="specialDeleteLink">([[Special:Delete/$1|delete]])</span>}}
