The default MediaWiki version does not say that only page movers and administrators can move categories. I have a version that does say it. –User456541 18:32, 5 August 2020 (UTC)
- Not done User456541 your proposed message references the protection policy, which is not a factor here (in most cases - category pages can be move-protected as well which will result in a different condition) - this is about not having the
(move-categorypages)
permission (included in the sysop, bot, and extendedmover groups). Also, I can't see a need to squeeze picture-rich content in to only the English version of this page. Possibly we could change it from: - You do not have permission to move category pages.

- Category pages may only be moved by administrators, page movers, or bots.
However, an even better fix would be to request a software change to have this message include a better output with a dynamic list of groups that contain the permission.
