  1. ^ Under the 2008 Climate Change Act the UK Government must publish a UK-wide Climate Change Risk Assessment (CCRA) every five years.[8]
  2. ^ A target is "science-based" if it is in line with the scale of reductions needed to keep the global temperature increase below 2°C above pre-industrial temperatures.[34]
