Lin Daihua (August 4, 1972 -), a politician in the Republic of China, the daughter of Lin Sanlang, the former mayor of Fengshan City, Kaohsiung County, and a senior legislator of the Democratic Progressive Party. After losing the election in 2008, he briefly served as the chairman of the Youth Counseling Committee of the Executive Yuan; he returned to the Legislative Yuan in 2011 and has been re-elected to this day. In 2012 and 2016, he was re-elected with the highest number of votes in Kaohsiung City.[1]
Politics
[edit]In the 2001 Taiwanese legislative election of the Republic of China, he represented the Democratic Progressive Party in the Kaohsiung County Legislative Council for the first time.He was elected with the second-highest number of votes in the constituency. The number of votes was even higher than that of Wang Jin-pyng, the former president of the Legislative Yuan in the same constituency. He was known as the fresh image because of his fresh image. On September 4, 2008, Lin Daihua announced his candidacy for the list of county magistrates of Kaohsiung.[3] At the same time, Chen Qiyu, Yu Zhengdao, Cho Chun-ying and others also expressed their intention to compete for the nomination of County Magistrate. Later, Lin Daihua ranked first in the party's primary voter survey.[4]
On January 21, 2009, the Democratic Progressive Party nominated Lin Daihua to run for the Kaohsiung County magistrate election.[5] However, at the end of June 2009, after the Ministry of the Interior (Taiwan) approved the merger of Kaohsiung County and City, the Kaohsiung County Magistrate election was cancelled, originally scheduled to be held on December 5, 2009.
In 2011, Chen Qiyu was transferred to the first deputy mayor of Kaohsiung City and participated in the seventh legislative by-election. His opponent was Xu Qinghuang, the son of former Democratic Progressive Party legislator Hsu Chih-ming (formerly a member of the Democratic Progressive Party).
On March 5, 2011, he was elected as the legislator of the 2012 Taiwanese legislative election of Kaohsiung City.
In the 2012 legislative election of the Republic of China, Lin Daihua was re-elected in the 2016 Taiwanese legislative election of Kaohsiung City with 64.82% of the vote.
In the 2016 legislative election of the Republic of China, Lin Daihua was re-elected in the Fourth Electoral District of Kaohsiung City with 75.53% of the vote.
At the end of 2016, he expressed his intention to seek the Democratic Progressive Party's primary nomination for mayor of Kaohsiung City.[6]
In the 2020 legislative election of the Republic of China, Lin Daihua was re-elected in Kaohsiung City’s 2020 Taiwanese legislative election with a vote rate of 60.03%.
In the 2024 legislative election of the Republic of China, Lin Daihua was re-elected in Kaohsiung City’s 2024 Taiwanese legislative election with 65.31% of the city’s second-highest votes.
Policy stance
[edit]Fight for National Sun Yat-sen University Renwu Campus
[edit]The Renwu Campus of National Sun Yat-sen University, which started construction in November 2020, will serve as a base for Zhongshan to develop medical research and cultivate medical talents. Fight for the culvert widening project in Hougang Lane, Renwu District
[edit]Hougang Lane in Renwu District crosses National Highway No. 1 and connects with the Zuoying area. The traffic volume is large, but the culvert width is insufficient. In February 2012, Lin Daihua invited relevant units to hold a survey for the widening project. [10] Completed and opened to traffic on October 23, 2014, it connects Hougang Lane in Zuoying District and Yongren Street in Renwu District on both sides of the expressway. The internal width of the culvert is 11 meters to facilitate meeting vehicles.[8]
Strive to add an exit ramp to Dingli Road in the south
[edit]After negotiation and coordination, it was assessed that the Baguagliao Interchange was not economically feasible, and the High-Tech Bureau of the Ministry of Transport agreed to add an exit ramp to Dingli Road from the National First South to Dingli Road.[9] It was completed and opened to traffic in June 2015.[10]
Strive for Niaosong to set up an international medical area
[edit]In 2011, the Executive Yuan wanted to promote the establishment of an international medical zone. Lin Daihua called on the Kaohsiung City Government to promptly submit a proposal to the central government so that the international medical zone should be located in Niaosong District, Kaohsiung City.[11]
Promote beauty and medical tourism
[edit]In July 2018, Lin Daihua suggested that the Ministry of Health and Welfare convene an establishment meeting of the "Promoting Medical Tourism Task Force" as soon as possible. An inter-ministerial beauty and medical tourism kick-off meeting was held on January 7, 2019. It was decided to: form a beauty and medical tourism service agency certification group, select beauty and medical tourism demonstration medical service institutions, study feasible medical advertising methods for demonstration medical institutions, and establish beauty and medical tourism Dispute mediation mechanism for tourism and subsequent legal proceedings, recommendations for beauty and medical tourism package products, and establishment of a beauty and medical tourism promotion group.[12]

[edit]Opposition to managed releases and amendments to the Wildlife Conservation Law
[edit]On April 14, 2016, the Economic Committee of the Legislative Yuan, under the leadership of Lin Daihua, suspended the amendments to Articles 32 and 46 of the "Wild Animal Conservation Act" proposed by the Committee of Agriculture to govern the life release of wild animals.” student" and "controversial". In early March 2017, the government supported the amendment of the Wildlife Conservation Law. It strengthened supporting measures for follow-up notification and containment of wild animals released by the competent authorities.[16] On March 3, the Legislative Yuan held party group consultations on draft amendments to the Wildlife Conservation and Animal Protection Law. During the negotiation on amending the Wilderness Conservation Law, Lin Daihua asked Lin Huaqing, director of the Forestry Bureau, "What if I have been raising this thing for ten years and want to release it, but I really can't keep it anymore?" and jumped the needle to emphasize, "If you don't want to raise an animal anymore, you want to release it, not abandon it." Lin Huaqing retorted that according to the Animal Protection Law, "abandonment is illegal." Lin Daihua angrily choked Lin Huaqing on the spot: "Are you arguing with me now? I'm jealous of you? Are you jealous of me?" The video caused an uproar among the people after it was posted on the Internet.[17] Twelve scholars, including Yan Shenghong, associate professor of the Department of Biological Sciences at National Sun Yat-sen University, jointly launched an online petition to "oppose Lin Daihua of the DPP to spoof the wildlife conservation law and make all the people pay for improper release of wild animals." The joint statement directly accused Lin Daihua of "spoofing wildlife conservation laws." "Law" will harm the environment, trap Buddhists in injustice, and have the support of tens of thousands of people.[18] At the same time, many netizens left messages on Lin Daihua's official Facebook page, saying that amending the law is tantamount to opening a backdoor to release animals.[16] Tuan Yi-kang, a legislator of the Democratic Progressive Party, said that when Lin Daihua proposed a proposal in the Legislative Yuan asking people to release animals, the government would be responsible for taking care of the animals. This was a harmful teaching material for ecological education. The Agriculture Committee could not give in, and the cadres of the Democratic Progressive Party Legislative Yuan could not sign the release. The Social Democratic Party (Taiwan) stated that releasing animals at will may lead to problems such as "Introduced species", "spreading diseases", "damaging animal welfare", and "affecting public health". The Executive Yuan version of the draft amendment to the "Wildlife Conservation Act" strengthens the control of released behaviours. In the right direction, Lin Daihua's law practice is a "spoof".
On March 22, 2017, due to the controversy caused by the release issue, Lin Daihua publicly apologized and said she would humbly review the issue. However, some netizens posted that in the past two days, Lin Daihua posted a link to a news link from the Central News Agency (Taiwan) in the LINE group "The boss of the fixed fishery released the tofu shark",[19] and questioned the Forestry Bureau and the County and City Animal Protection Office: "The following is Release? Release into the wild? Is it legal?” Netizens angrily criticized Lin Daihua: "Stop trying to argue with others all day long! You don't even have some ecological knowledge. How about you go back and enrich yourself?"[20]
Oppose same-sex marriage amendment to civil law
[edit]On November 29, 2018, due to the Democratic Progressive Party's disastrous defeat in the 2018 Taiwanese local elections in the Republic of China, the Democratic Progressive Party's Legislative Yuan caucus held the first "lucky lunch" meeting between legislators and premier of the Republic of China Lai Ching-te. An anonymous participant reported that Lin Daihua said, "Who says our caucus supports marriage equality? I don't.[21][22]
On May 2, 2019, Lin Daihua took the lead in proposing the draft of the "Judicial Yuan Interpretation No. 748 Interpretation and Referendum No. 12 Implementation Law" prepared by the VIA Trust and Hope Foundation chaired by Cher Wang's sister Wang Guiyun.
On May 17, 2019, during the legislative process of the Judicial Yuan Interpretation No. 748 of the Interpretation and Implementation Law, Lin Daihua agreed with other provisions but opposed the marriage registration provision in Article 4.[23][24]
Support the Basic Law of Religion
[edit]On October 10, 2018, 36 Kuomintang legislators, Wang Jin-pyng, Huang Chao-shun, and Ma Wen-chun, as well as DPP legislator Lin Daihua, proposed the "Basic Law on Religion" (draft). [37]
Restoration of public education compensation
[edit]Seven months after the pension reform was launched, at the end of 2018, Lin Daihua revised the law on the proposal for a new pension system for civil servants and teachers, cancelling the one-year payment period for seniority compensation. The content of the draft was almost identical to the version of the KMT legislators, except for the signature and support of the KMT legislators. More than a dozen legislators in the Democratic Progressive Party also signed a petition in support, sparking a debate between the reformists and pragmatists within the Democratic Progressive Party.[25]
Relax the age limit of 60 years for field officers and policemen, compared with 65 years for civil servants
[edit]On April 16, 2019, Lin Daihua sent a letter to the Ministry of Civil Service (Taiwan), the Ministry of the Interior, the National Police Agency (Taiwan), and the Kaohsiung City Government Police Department, stating that the reason for revising this retirement age standard is because the national health insurance is complete and “the average age of the people has exceeded 80 years old.
According to the Police Department, the "average age of death" of grassroots police officers who died on the job and died after retirement (severance) between 100 and 104 years was 62 years old.[26]
Support the legalization of farmland factories
[edit]When the Economic Committee of the Legislative Yuan reviewed the draft amendment to the "Factory Management Guidance Law" on May 6, 2019, Lin Daihua still believed that the relaxed draft was too strict. The government should only manage environmental protection and public security, and should not restrict commercial transactions, otherwise it will become Idle farmland factory. In addition, Lin Daihua argued that the standards for building coverage should also be relaxed.[27]

[edit]The ruling and opposition parties in the Legislative Yuan are negotiating the "Foundation Legal Person Law" to discuss whether the financial affairs of religious groups should be disclosed. Lin Daihua said: "I have received so many precepts, and I still need to use this kind of secular law to regulate it. In terms of religion, this is beyond the Constitution. It is already about what humans are and where they come from. "Come on, this kind of morality goes beyond the constitution, so it's hard to understand why we in Taiwan use this law to regulate religion. It's incredible." He also advocated that if the finances are disclosed, the monks in the ashram should resist the underworld. There are no supporting measures for their safety. Religion is the most stable force. If we let it stir up chaos, society will not be stable. This statement triggered public criticism [42].
Physical conflict with the police
[edit]On March 26, 2014, when a reporter from Japan's "Yomiuri Shimbun" wanted to enter the Legislative Yuan, there was a conflict with the police due to identification issues. Lin Daihua stepped in to assist, but the police refused to let the reporter enter the meeting. Physical contact occurred during the mediation. Lin Daihua claimed that he only fought with the police. However, some reporters claimed to have seen Lin Daihua beating someone. At the same time, many media also captured footage of Lin Daihua's conflict with the police. Lin Daihua was later charged with obstructing official duties.[28] In the end, the Taipei District Court acquitted Lin Daihua of beating the police. However, the police officer who supported his colleagues was suspected of being settled later. After learning about the verdict, KMT Taipei City Councilor Wang Hong-weisarcastically said that in the future,[29] young police officers must stand at attention when they see legislators.
