Budrys was born on 7 October 1969.[3] In the 2000 municipal elections, he was a candidate of the Lithuanian Social Democratic Union for municipal councillor of Mažeikiai.[3] He began working for the State Security Department in 2002 as an inspector, and later served as senior inspector, head of department and deputy head of the board.[4] He graduated from the Vilnius University Institute of International Relations and Political Science in 2004, with a master's degree in political science.[5]

From 2009 to 2015, Budrys served as advisor to the president of Lithuania for intelligence and defence policy.[6] In 2014, he was temporarily appointed chief national security advisor to the president, following the resignation of Jonas Markevičius.[7] He was appointed deputy director of the State Security Department in 2015,[4] and was re-appointed for an additional five-year term in 2020.[8] In 2022, he was appointed chief national security advisor to the president.[9]
