Hizbia Dastur Mustaqil Somali (HDMS, English: Somali Independent Constitutional Party, Arabic: حزب الدستور المستقل الصومالي), initially known as the Hizbia Digil Mirifle (HDM), was one of first political parties in Somalia.
The HDM served as opposition to the Somali Youth League during the Trusteeship period prior to independence. The HDM main dispute with the SYL was whether the upcoming independent Somali state would be Federal one with regional autonomy or be a strong central state without regional autonomy. The HDM support the former while the SYL supported the latter.[2]
After the SYL dominated Legislative Assembly banned political parties bearing tribal names, the party changed its name to 'Hizbia Dastur Mustaqil Somali' (Somali Independent Constitutional Party).[3]
