The particular GIF file here was (before the removal of the border) identical to the one published at pinyin.info in 2003. The File:國音字母.jpg (which supposedly supersedes this one for whatever reason) seems to be a blurry upscale of exactly the same low resolution scan.

It seems to be a leaflet reportedly published in 1931 by the Ministry of Education. I found its reproduction in some book at Google Books [1][2] with a caption saying 民国二十年教育部公布的「國音字母」單張. I also found more legible reproduction in higher resolution attached at the end of [3] (here [4]).
