The design

The Great Seal consists of a simple ring of text around the state coat of arms. The online copy of ORC §5.04 is missing an illustration of the coat of arms that the statute says reproductions must "correspond substantially with". The official text published in Laws of Ohio includes the illustration. A scan of the illustration is struck out in the online record of 125 HB 99, which was an unsuccessful attempt to modify the coat of arms.

The fundamental elements of the design date to March 25, 1803,[1] and were reintroduced on May 9, 1868. The seal in its present form was adopted in 1967. On November 20, 1996, the number of rays was reduced from 17 to 13, but no other significant changes took place. Nevertheless, since 1868, these elements have taken various forms on the physical engraving used by the Governor. Artistic reproductions of the seal have varied significantly as well. From the struck-out illustration in 125 HB 99 and this Blade article, we can see that the specific form shown in this vector image dates to 1967 or earlier, save for the four deleted rays.
