Because it is cover artwork, which means that it is free to view (while one must buy the comic to see the interior illustrations) and is used on multiple pages related to the book which it is the cover for e.g. Goodreads, promotional material, interviews with writers, etc. Furthermore, this is a lower-quality jpeg pulled from Goodreads, not a high-quality file.
