I have reviewed every reference. None of them provide in-depth, WP:SECONDARY, independent coverage, so he doesn't meet the WP:GNG criteria. Notability then hinges on whether any of the awards he's received meet #2 of WP:NACADEMIC which says "The person has received a highly prestigious academic award or honor at a national or international level." The main award he's received is new this year. It is a national award in a big nation, and I am willing to give the benefit of the doubt that it is sufficiently prestigious. At AfC, the criteria is whether on the balance of probabilities an article would be deleted at AfD. I think this is borderline but would result in keep.
