The Vice-Chancellor of Lucknow University (VC-LU)[4] serves as the chief administrator and a full-time salaried officer of the university. The Vice-Chancellor derives their powers from Sections 12 and 13 of the Uttar Pradesh State Universities Act, 1973[5], as well as from the statutes of the act.
Although the Chancellor of Lucknow University is designated as the "Head of the university" under the Uttar Pradesh State Universities Act, 1973, this position is primarily titular. The Vice-Chancellor functions as the principal executive and academic officer of the university. They are an ex-officio member and the Chairman of the Executive Council, Academic Council, and the Finance Committee of the university.
Appointment and tenure
[edit]According to Section 12(1)[5] of the act, the Vice-Chancellor is a whole-time salaried officer appointed by the Chancellor, except as provided by subsections (5) or (10). The State Government determines the emoluments and other conditions of service for the Vice-Chancellor through general or special orders.
As per the Uttar Pradesh State Universities Act, 1973[5], Vice-Chancellors serve a three-year term, with eligibility for a second term upon expiration of the first. The maximum age for holding this office is 65 years.In the event that the Vice-Chancellor leaves office due to retirement, resignation, death, or ill health, the Pro-Vice-Chancellor[6] may assume the role of officiating Vice-Chancellor temporarily to fulfill certain duties until a new Vice-Chancellor is formally appointed, thereby preventing any interregnum.
"During the British Indian and Indian Dominion administrations, Vice-Chancellors were appointed by the Governor General. In the current context, the appointment of Vice-Chancellors is made by the Governor of Uttar Pradesh, reflecting a shift in administrative authority while maintaining the practice of gubernatorial appointment."
Since the establishment of Lucknow University, there have been 41 Vice-Chancellors. Prof. Alok Kumar Rai[7][8] took office as the current and 41st Vice-Chancellor on December 28, 2019. On December 30, 2022, Rai was granted a second three-year term as the Vice-Chancellor of Lucknow University.
