Thor Erik Høiskar (born 1966) is a Norwegian lawyer and district attorney. He has previously worked as a lawyer at DNB and as a judge at the Hålogaland Court of Appeal .[1]
Høiskar has prosecuted some of the largest criminal cases in Norway. In 2024, he was the prosecutor in the Omegle-case involving 250 victims, of whom 189 have been identified. The case is referred to as one of the biggest abuse cases in Norwegian history. [2] [3] He has also represented the prosecution in several cases before the Supreme Court of Norway.
Background
[edit]Høiskar was born and raised in Bodø . He earned his law degree ( cand.jur. ) from the University of Oslo in 1994,[4] and began his career as an associate attorney at DNB before becoming a judge in Vesterålen district court. He returned to DNB in 2001 and later worked as a lawyer at Nordlandsbanken, until he was appointed district attorney by the King in Council in 2013. [5]
He served as a military lawyer in The Norwegian Home Guard from 2005 to 2024, and obtained the rank of major.
The Omegle case
[edit]In 2023, one of the biggest abuse cases in Norwegian history was uncovered via a Vipps transfer.[6] The abuse occurred on the online chat service Omegle, where a man in his 50s made children perform sexual acts on themselves and others while the abuser filmed. [7]
There are over 250 victims in the case, of whom 189 have been identified. The victims, aged between 6 and 14, are from all parts of the country. Høiskar brought charges against the man, who is a former school employee, in March 2024. The most serious indictment had a penalty of 21 years in prison, which is the maximum penalty under Norwegian law [8] The case went before Salten and Lofoten District Court in June 2024, where Høiskar submitted a claim for a 20 year detention, with a minimum sentencing of 13 years.
As of November 2024, five months after the trial, there is still no verdict in the case. The reason is that the parties had to meet in court again because a legal issue arose, regarding whether it is a criminal offense to assist two children in performing sexual acts on each other. The defendant's attorney argued that the conduct is not punishable. Høiskar objected to this and referenced the Supreme Court's ruling in other cases.[9]
Omegle was shut down in November 2023 following widespread criticism of the chat service.[10]
