New Legislative Framework (NLF) is an EU framework adopted in 2008 to improve market surveillance and product conformity assessments..[1]
Originally it consists of
- a "Sui generis" decision 768/2008[2] dedicated to the EU Commission itself
- Regulation 765/2008[3] which introduces the CE marking
- Regulation 764/2008 on market surveillance and compliance of products, meanwhile it is amended by Regulation 2019/1020[4]
History
[edit]The EU harmonisation work started in the early 80-ties. First texts have contained many technical and administrative requirements. In certain sectors (e.g. legal metrology) this even led public authorities to deliver certificates of conformity themselves. Then in the ‘New Approach’ the texts were restricted to the essential requirements. Finaly the ‘New Legislative Framework’ was built on the New Approach started in the end of 90-ties and completed the framework in 2008.
Further refinements and an evaluation was done in the last years.
