Draft:National Disaster Management Agency
The National Disaster Management Agency (Malay: Agensi Pengurusan Bencana Negara or NADMA) is Malaysia's emergency management agency. NADMA serves as a coordinator for government agencies involved in disaster enforcement. It operates under the Prime Minister's Department of Malaysia, enabling it to coordinate emergency management efforts carried out by other agencies such as the Malaysian Armed Forces (ATM), the Royal Malaysia Police (PDRM), the Malaysian Civil Defence Force (APM), the Fire and Rescue Department (Bomba), RELA, and the Department of Social Welfare (JKM)[1].
History
[edit]Following the extraordinary disaster incidents, particularly the 2014 Monsoon Floods that caused extensive destruction in several states, Malaysia's Deputy Prime Minister, Muhyiddin Yassin, announced the government's intention to restructure the disaster management agency on March 14, 2015, during the United Nations World Conference on Disaster Risk Reduction in Japan[2]. This proposal was approved by the Cabinet on August 26, 2015, leading to the establishment of NADMA Malaysia. The agency was created to ensure that the planning and execution of national disaster management could be carried out more efficiently, effectively, and reach all levels of society, especially disaster victims[3].
Responsibility
[edit]Enhancing the capabilities of disaster management machinery and the Special Malaysia Disaster Assistance and Rescue Team (SMART).[4]
Controversies
[edit]Former minister, Ahmad Shabery Cheek, questioned the statement that the National Disaster Management Agency (NADMA) is not involved in disaster management.
A member of UMNO's Supreme Council (MT) expressed hope that the minister's statement, which suggested that NADMA was only responsible for managing flood compensation, was a misquote.
Deputy Minister in the Prime Minister's Department (Special Tasks), Datuk Mastura Mohd. Yazid, stated that the organizational structure of NADMA, which she described as small and operating only at the central level without staff at the state and district levels, has hindered coordination and the direct exchange of information with field agencies,
Therefore, for this reason, the Cabinet decided that NADMA's structure should be reviewed and strengthened to align with the national disaster management framework.[1]
