Manuel Fernando Soto Pastrana[1] (Tulancingo, State of Mexico, Mexico, July 5, 1825- Mexico City, August 17, 1896) was a Mexican politician. He distinguished himself in politics for his liberal ideals, constant defender of freedom of education, constituent of '57, minister of the Supreme Court of Justice of the Nation, governor of the State of Mexico, since at that time it did not exist the state of Hidalgo. Tireless fighter in the erection of the State of Hidalgo, finally granted by decree. Starter of the highway Mexico - Tuxpan.
