Mário Eunides Junqueira Guimarães Júnior is a Brazilian medical doctor, legal consultant, and healthcare innovator known for integrating medicine, technology, and law to advance patient safety and healthcare policy. He is the founder of PericialMed, a medical-legal consulting firm based in Brasília, Brazil, and has been involved in various initiatives aimed at improving healthcare standards in Brazil.

Early life and education

Guimarães Júnior earned his Doctor of Medicine (MD) degree from the University Gama Filho in Rio de Janeiro in 2010. He obtained certifications in multiple medical specialties from the União Brasileira de Faculdades between 2018 and 2021, including medical expertise and legal medicine, orthopedics and traumatology, psychiatry and forensic psychiatry, occupational safety and medicine, neurology and neurosurgery, and ophthalmology. In 2019, he was certified as a specialist in medical expertise and legal medicine by the Brazilian Medical Association. [1]

To complement his medical background with legal knowledge, he enrolled in the Master in Law (ML) program at the University of Pennsylvania Carey Law School in Philadelphia, United States, with an expected graduation in 2025. He was awarded the Dean's Scholarship and serves as the Director of Development on the Master in Law Society Board at the university. [2]

Career

After completing his medical degree, Guimarães Júnior began his career as an emergency room physician in various hospitals in Brasília from 2010 to 2013. He then served as an occupational medicine practitioner and administrative medical examiner in the Federal District between 2013 and 2014. From 2015 to 2017, he worked as a medical advisor to judges in federal and state courts, providing expert analysis in cases involving retirement, occupational medicine, and medical malpractice.

In 2017, he founded PericialMed, a medical-legal consulting firm based in Brasília. The firm offers expert medical testimony and consultancy services for complex legal cases, including medical malpractice, workers' compensation, disability claims, and retirement disputes. Under his leadership, PericialMed has assisted over 800 clients and established itself as a leader in medical jurisprudence in Brazil. [3]

Guimarães Júnior has held several leadership positions:

  • Board Member, State Board of Medicine of the Federal District (2018–2023): Investigated allegations against medical professionals and prepared reports leading to actions on medical licenses.[4]
  • Chief Legal Officer, State Board of Medicine of the Federal District (2022–2023): Oversaw ethical and administrative processes and guided a 40-member board in resolving complex cases.
  • President, Board of Medical Expertise and Legal Medicine of the Federal District (2022–Present): Directs the association's mission and influences policy-making at national forums.[5]

Achievements and contributions

Guimarães Júnior authored a technical report that contributed to a nationwide court ruling requiring dentists to adhere to Federal Board of Medicine guidelines when administering anesthesia, significantly improving patient safety standards.[6] The decision mandated that dental sedation practices align with medical protocols to ensure patient safety.

He became the first medical expert invited to testify before the Brazilian Senate, where he contributed to the recognition of monocular vision as a sensory disability, granting affected individuals equal rights and benefits.[7][8] His efforts were instrumental in the passing of Law No. 14,126/2021, which provides legal recognition and protections for individuals with monocular vision.[9]

In the Federal District, Guimarães Júnior authored a technical report leading to an injunction that prohibited nurses from inserting or removing intrauterine devices (IUDs), ensuring such procedures are performed by licensed physicians to maintain high safety standards.[10]

He served as the first medical expert technical consultant for a Parliamentary Inquiry Committee in Unaí, Minas Gerais, investigating medical malpractice at a local hospital. His expert analysis and recommendations aimed to improve healthcare services in the municipality.[11][12][13]
