Luis Alberto Fierro Carrión (born in Quito, Ecuador on September 10, 1964) is a specialist in economic, social and environmental development in Latin America. He was Vice Minister of Economy of Ecuador between May 27 and September 20, 2021. He is currently an international climate finance expert.

Economist

Luis Fierro currently works as an international climate finance expert. He was a Green Economic Policies Expert for the European Union support project for climate actions in developing countries (EU NDC Facility).

Between May 27 and September 20, 2021, he was Vice Minister of Economy of the Republic of Ecuador. He was previously an advisor on climate finance and sustainable development for the Euroclima+ Programme.

He was Program Coordinator on Economic, Business and Sustainable Development issues at the EU-LAC Foundation. Previously, he was an Advisor on Climate Change financing issues for the member countries of the Independent Association of Latin America and the Caribbean (AILAC), where he participated in the negotiation of the Paris Agreement on Climate Change.

Between 1997 and 2013, he held a series of positions at the Inter-American Development Bank (IDB), including: Resource Mobilization Coordinator at the IDB's European Office; Coordinator of the Programming and Private Sector Section; and Senior Program Coordinator of the Sustainable Development Department. He has contributed to the development of IDB sector strategies and policies, including strategies for the IDB's priority areas: Sustainable Economic Growth, Poverty Reduction and Promotion of Social Equity, Social Development, Competitiveness, Environment, and Modernization of the State, among other topics.

Previously, he was the representative of the Government of the Republic of Ecuador on the Executive Board of the International Monetary Fund; was an Economic and Business Editor at Diario Hoy (a national newspaper in Ecuador); and an economic and social researcher for several institutions, including the Latin American Energy Organization (OLADE), the Latin American Institute for Social Research (ILDIS), and the National Council of Universities and Polytechnic Schools of Ecuador (CONUEP).

Academic studies

Luis Fierro has graduate degrees focused on Economic Development, International Economics, Environmental Economics and Public Finance from the University of Texas at Austin and the University of Oregon (Eugene, Oregon). He also holds the title of Economist from the Pontificia Universidad Católica del Ecuador).

He has obtained graduate level certificates in monitoring and evaluation of development programs from the International Program for Development Evaluation Training (IPDET, www.ipdet.org); in Management for Development Results from the Inter-American Institute for Social Development (INDES, www.indes.org); and in Resource Mobilization from The Resource Alliance.

Volunteer Activities

Luis Fierro was a founder and Principal Advisor (volunteer) of the charitable and non-profit organization "Ecuador Mi País", which fundraises for social and educational development programs in Ecuador. He was also a volunteer member of the Board of Directors of other non-profit organizations, including the "Alcanzando Metas" Foundation, which promotes educational access for young Hispanic women in public schools in the District of Columbia , United States.
