Jeff Sellers of Marble Falls Texas created the Texas School Guardian Program in 2009 after his son was involved in an active shooter incident. Jeff's wife was a teacher and Jeff had experience in law enforcement, emergency management and was a firearms instructor.
In an effort to save lives, Jeff Sellers utilized Texas Penal code 46.30 that allowed a school to authorize a person to carry a firearm on school property. Schools were already allowing this but their was no training requirement. Jeff created the standard of training for staff members who would carry a firearm on campus in order to combat an active shooter on a campus. His training is the standard today.
The program requires participants to have a license to carry (LTC) prior to taking the training classes. The LTC class provides coverage of use of force laws and accessibility of firearms to children laws. Jeff's program also required each participant to pass an MMPI psychological evaluation which is the same evaluation required by Texas peace officers. Participants must also pre-qualify by shooting 90% on a B27 target. Most law enforcement are only required to shoot 70%. He program is not for new shooters. Participants must already have handgun experience.
The initial training program is 40 hours and includes classroom and range training which also include CQB (close quarter battle) or CQC (Close quarter Combat) techniques. Continuing training is also required.
