The Iranian Organization of Cinema and Audiovisual Affairs operates as a subordinate entity under the Ministry of Culture and Islamic Guidance in Iran. Its primary mandate involves the supervision and regulation of cinema and VOD related matters. Presently, Mohammad Khazaei holds the position of CEO within this organization.

History

The initial legislation concerning theater and cinema in Iran was introduced and ratified by the Ministry of Interior on May 20, 1930, marked one of the first steps toward the organized and purposeful management of cinema in Iran. Subsequently, policymaking for cinema affairs was delegated to the Show Organization within the Ministry of Interior, and the administration of Cinema and film production has been carried out within this organization since March 1947. This responsibility remained under the Ministry of Interior until the establishment of the Ministry of Culture and Arts in 1965, which ultimately transferred all cinema-related authorities to this new ministry. Iraj Zandpour, appointed as the Director of Cinema Affairs at the Ministry of Culture and Arts in September 1966, can be recognized as the inaugural official overseeing cinema affairs in Iran. Following the Islamic Revolution in February 1979, cinema underwent significant structural and conceptual changes to align with an Iranian-Islamic identity. During this period, cinemas resumed operations on February 29, 1979, and due to the nascent nature of the revolution, the Cinema Association temporarily assumed responsibility for cinemas. In April 1979, Mohammad Ali Najafi was appointed as the Acting Director-General of Supervision and Display under the Ministry of Culture and Higher Education. In the same year, various cinema departments of the former Ministry of Culture and Arts were amalgamated and continued operations under the auspices of the Ministry of Culture and Higher Education. However, September 1980 can be pinpointed as the precise time for the inception of the Cinema Deputy, when Dr. Hassan Arefi, who had previously received a vote of confidence for the Ministry of Culture and Higher Education in Mohammad Ali Rajaei's cabinet, appointed Mahdi Kalhor as the head of the Cinema Deputy. Shortly after Kalhor's appointment, and subsequently, Kamal Haji Seyyed Javadi, the management of the cinema department was transferred to the Ministry of Culture and Islamic Guidance, and Fakhreddin Anwari was appointed as the Deputy of Cinema in 1983, when all cinema affairs were centralized under the Ministry of Culture and Islamic Guidance.[1]

During Javad Shamaqdari's tenure in the tenth government of Islamic republic of Iran as the Deputy Minister of Cinema at the Ministry of Culture and Islamic Guidance, the Iranian organization of Cinema and Audiovisual Affairs was established following the decision of the Supreme Administrative Council to merge the "Deputy for Cinema and Audiovisual Affairs of the Ministry of Culture and Islamic Guidance" with the "Art and Media Research Institute." The inauguration ceremony of this organization was held in February 2012, coinciding with the sixth day of the thirtieth Fajr Film Festival, at Milad Tower, marking the official commencement of its activities.[2]

Organizational structure

The Iranian organization of Cinema and Audiovisual Affairs is comprised of three main departments:

1. Deputy of Evaluation and Cinematic Supervision, which includes:

  • General Directorate for Monitoring Film Distribution and Screening.
  • General Directorate for Supervising Film Production
  • Office of Cinematic Assemblies and Associations


2. Deputy of Cinematic Technology Development and Studies, which includes:

  • Office of Cinematic Studies, Knowledge Development, and Skill Enhancement
  • Office of Cinematic and Audiovisual Technology Development

3. Deputy of Development and Resource Management, which includes:

  • General Directorate of Administrative Affairs and Support
  • Office of Planning, Budget, and Administrative Reform & Financial Affairs
  • Office of Performance and Provincial Affairs


Additionally, the following offices operate independently within the Iranian organization of Cinema and Audiovisual Affairs:

4. General Directorate of International Cooperation and Festivals

5. General Directorate of Public Relations

6. Iran National Film Archive

The Office of the President and the Security Management are also considered independent units within the Iranian organization of Cinema and Audiovisual Affairs.


The House of Cinema (Khane Cinema)

The House of Cinema, as a professional guild, operates under an agreement with the Iranian organization of Cinema and Audiovisual Affairs. It is responsible for supporting collective and professional activities of cinema guilds and providing insurance and livelihood support to its members [3][4]

Institutions

Five institutions operate under the mandate of the Iranian organization of Cinema and Audiovisual Affairs:

1. Farabi Cinema Foundation[5]:

Responsible for the implementation of the cultural policies of the Iranian organization of Cinema and Audiovisual Affairs by film production.

2. Documentary, Experimental and Animation Film Center[6]:

Responsible for the production and distribution of documentary, experimental, and animated films

3. Iranian Youth Cinema Society[7]:

responsible for training and producing short films.

4. Cinema Shahr Institute:

responsible for equipping cinema halls

5. Cinema Museum of Iran[8][9]:

Operates with the goal of preserving the valuable achievements of Iranian cinema

6. Art & Experience Cinematic Group:

Operates under the Center for the Development of Documentary, Experimental, and Animation Cinema, with the aim of supporting the screening of artistic, experimental, and non-commercial films. Previously, this group functioned as the Art and Experience Institute, but was merged with the Documentary, Experimental and Animation Film in the 13th government to streamline operations.
