Ghulam Muhammad Memon is a Pakistani public servant who served as the acting Auditor General of Pakistan[1][2][3][4][5] and the Federal Secretary for the Ministry of Science and Technology[6][7][8]. He was a BPS-22 grade officer of the Pakistan Audit and Accounts Service (PAAS).

Under his leadership, Department of Auditor General of Pakistan has implemented a pilot Audit Management Information System in the Public Accounts Committee and three Field Audit Offices.[9][10]

Early life and Education

Memon was born in Diplo, a town in the Tharparkar district of Pakistan. He completed his early education at Cadet College Petaro in 1980. Memon went on to earn a degree in medicine from Liaquat Medical College, Jamshoro. He later pursued higher education in Economics and Business Administration, completing his Master's degrees from the University of Sindh and Preston University, Karachi, respectively.

Career

Memon's career in the public sector spanned over 35 years, where he gained experience in a range of areas including policy development, financial administration, human resource oversight, and auditing. Memon holds professional memberships in Pakistan Institute of Public Finance Accountants (PIPFA), Chartered Institute of Public Finance & Accountancy (CIPFA) in the UK, and the International Federation of Accountants (IFAC).

During his career, Memon served in several prominent positions including Additional Auditor General of Pakistan[11][12], Deputy Auditor General[13], and Director General in the Commercial Audit, Defense Audit, and Local Government Audit departments. Memon has also held leadership positions in organizations such as Pakistan Steel Mills, the Employees Old-age Benefits Institution (EOBI), Federal Land Commission, the University of Sindh, and SUPARCO under the Strategic Plan Division.

Additionally, Memon was Chairman of Pakistan Council for Science and Technology.

Memon also served as Executive Director of Commission on Science and Technology for Sustainable Development in the South (COMSATS), an intergovernmental organization with 27 member countries from Africa, Asia, and Latin America, focused on promoting collaboration in science and technology for sustainable development.[14]

Currently, he serves as the Executive Director of the Economic Cooperation Organization Science Foundation (ECOSF), a specialized agency of ECO member states, promoting science and technology for economic growth[15][16].[17]
