Eye of the Chickenhawk is a non-fiction conspiracy theory book published in 2023, written by Simon Dovey. It proposes the existence of an international child sex-trafficking and snuff film ring in the United States from the 1970's to the 1990's. The book forms plausible connections between Dean Corrl, the Oakland County Child Killer, John Wayne Gacy, Marc Duteoux, The Finders, and other bad actors across the United States and Europe. It is implied in the book that these connections have been covered up by local law enforcement and the Department of State.

Synopsis

The book begins by connecting Dean Corrl, and his 2 teenaged accomplices David Owen Brookes and Elmer Wayne Henley to Roy Ames, a child pornography producer, through a business card found in Corrl's wallet after his final confrontation with Henley, and subsequent death. Corrl is implicitly connected to John David Norman through testimonial from Henley. Neither of these connections are pursued further by law enforcement, as law enforcement states the victims and family had "suffered enough."

Norman's apartment is raided a week after Corrl's death on August 15th, 1973 by Dallas police, based on an anonymous tip about a homosexual prostitution ring called the Odyssey Foundation. Police seize index cards and booklets containing up to 100,000 contacts across the United States. Lt. Harold Hancock stated that the index cards contained contact information for prominent figures and federal workers. Investigators passed the documents up to the State Department, who subsequently destroyed the contact cards and booklets, stating they were "not relevant...". Norman is charged with conspiracy to commit sodomy. Norman is released on bail.

Norman skips bail and moves to Homewood Illinois under an alias. he begins living with Charles Rehling, a former client of the Odyssey Foundation. Norman is arrested for a second time on November 14th, 1973. He is sentenced to 4 years at the Pontiac Correctional Center on 5 counts of indecent liberties with a minor and 8 counts of contributing to the delinquency of a minor. He begins his next prostitution operation, Delta Project, using the prison's printing press to send out a newsletter to clients titled "Hermes". Phillip Paske, a close associate to Norman, assists with the operation of Project Delta from outside of the prison.

Paske briefly worked for John Wayne Gacy's construction company, PDM contractors. Gacy implicates Paske and other contractors at PDM as accomplices in murder. Gacy states having knowledge of Pasky's operations with Norman. Gacy had alibis for 16 disappearances tied to him, as he was not in Chicago, further implying he was working with accomplices.
