Excellence Strategy (dutch: Exzellenzstrategie) is a German national initiative for the sustainable strengthening of top-level research and the international competitiveness of German universities. This effort includes 2 parts: Clusters of Excellence (EXC) and Universities of Excellence (EXU).[1]
Clusters of Excellence (EXC) focuses on providing funding to advance selected field in different universities.[2] The universities are competing for extra funding in the selected fields. Other participating universities are invited to collaborate to form alliance and collaborate.
Universities of Excellence (EXU) focuses on providing universities with leading fields in research with guaranteed long-term funding. Universities need to excel at multiple fields in Clusters of Excellence to compete for Universities of Excellence.
History
[edit]Excellence Strategy is the successor to Excellence Initiative (dutch: Exzellenzinitiative), which was a similar initiative for promoting competition within German universities between 2006 and 2017.[1] At the time, Excellence Initiative also provided funding to establish new research institutes across Germany.[3]
Funding
[edit]Starting in 2018, the federal and state governments will allocate 533 million euros each year for the Excellence Strategy. Of this amount, 385 million euros will be designated for the Clusters of Excellence, while 148 million euros will support the Universities of Excellence. The funding will be shared between the Federation and the respective host states in a 75:25 ratio.[4]
Further funding decision will be made in May 2025.[5]
