Carl Stephen Shorter, born in Folkestone, Kent, United Kingdom on 1st January 1968. Carl was formally known by the surname Plummer, which he changed legally in 2023carl is the Public Governor for Folkestone, Hythe & Romney Marsh for the East Kent Hospitals University NHS Trust. Carl was first elected in 2019. Currently, Carl holds the positions of Deputy Lead Governor since 2022 and as Chairman of the Membership and Engagement Committee since 2022. Carl has also Chaired the Nominations & Reumerations Committee. In 2022, Carl Became the Chairman of the National Lead Governors Association. He stepped down the following year and is it's current Vice Chairman
