The Chairperson of the Barbuda Council is the leader of the Barbuda Council. Established by the Barbuda Local Government Act of 1976,[1] the first council election was on March 22, 1979.[2]
Role
[edit]The council's members vote for the chairperson.[2] Every January or at the first council meeting following an election, the chair is chosen.[2] The representative representing Barbuda in the House of Representatives is in charge of the council meeting when a chairperson is being chosen.[2] The members elect a Chairman, as the case may be, to fill the vacancy caused if the Chairman resigns, dies, or is otherwise ineligible to serve on the Council during its term.[2]
- Any elected member of the Council who misses three consecutive meetings without the Chairman's permission, leaves Antigua and Barbuda for more than sixty days without the Chairman's permission, or otherwise behaves in a way that would disqualify him from election ceases to be a member, and his seat becomes vacant. The Chairman shall promptly notify the minister responsible for Barbuda Affairs and the supervisor of elections of this change.[2]
- Any member of the Council may quit by writing a letter of resignation under his or her hand addressed to the Chairman or, in the case of the Chairman, the Secretary.[2]
- By-laws may be created by the Council and must be signed by both the Chairman and the Secretary to be valid.[2]
- All withdrawals from the Barbuda Council deposit account must be authorized in writing by the Secretary and countersigned by the Chairman.[2]

Additionally, the council was chaired by Francilla Francis / Francine Francis before 1995,[8][6] probably sometime between 1984 and 1988.[9]
