I do not think we should upmerge these five categories. If I understand the situation correctly, the provinces were created in 2019, and we have articles on all the districts in these provinces and on come localities (in any case, the administrative centers). However, these articles have not yet been updated or have been updated inconsistently, and they remain in the category trees of the old provinces where they belonged before 2019. I would update them, but the update might require some research (and I hope it does not require knowledge of Arabic), but I do not think upmerging is a good idea. Generally, I can hardly imagine a situation when a category of a first-level administration division can not be populated and thus amenable to C2F. Ymblanter (talk) 06:42, 20 March 2024 (UTC)[reply]
