Removed UO - Rank disestablished

Probably the most terrifying edit I've made yet since I don't fully understand template making/changing. The Under Officer rank was deemed unnecessary in 2018 and in 2019 all promotions to the rank were ceased as per NZCF Memo. As of April 2021 there are no longer any UOs in NZCF service. The rank having been replaced with Officer Cadet.
