"We have a distinct category" = You "created" very recently that distinct category. This is bad practice as it divides the cat for no real benefit, and worse you are removing people from the New Zaland cats (old or new) and putting them directly in the British Empire cat, losing the information. If you think it is necessary for those people that the British Empire angle is categorized as well, you can just add a category to these pages, without losing the already available information.
