From my recollection, after someone becomes a Permanent Resident to Canada, they are only eligible to apply for Canadian citizenship after three years of maintaining their permanent residency. According to the definition of immigration in Wikipedia, "Immigration implies long-term permanent residence (and often eventual citizenship) by the immigrants". A person who has lived long term in Canada as a permanent resident without attaining citizenship can be considered an immigrant to Canada (ie: Pinball Clemons).
