Description: The identifier format changed from string to numeric is to prevent link rot to align with C-SPAN person ID (P2190). When P2190 is present, the C-SPAN template can be used without an entered value and should not appear in this category.
How to fix:
1. Check history for vandalism.
2. Visit the C-SPAN link and extract the numbers from the URL.

Value needing conversion to number with link rot reliability chance: - "BillGates": https://www.c-span.org/person/?BillGates
Example: corrected value format "28852"
3. Remove the template if no Wikidata P2190 and no corrected string are found.
