The municipalities of Greenland consist of both urban and rural areas. One of the localities (illoqarfiit) acts as the "capital" of the municipality. Most of the administration is placed in the seat. The seat or any other locality within a municipality is never a political or administrative entity of its own, but an integral part of the municipality.
