The 2023 Meghalaya State League(MSL) is the 3rd edition of The Meghalaya State League. Meghalaya State League is the top state-level football league in the Indian state of Meghalaya. It is managed by Meghalaya Football Association (MFA).[1] Shillong Lajong are the current champions by virtue of winning the second edition.[2][3]

Changes from last season

  • The number of teams has been increased from 21 to 25.

Format

25 teams are divided into four groups and the games will be played at four venues.

The teams will play each other once during the group stage.

Group A, B, C and D winners go through to the semi-final and play a two legged semis followed by the FINAL.

Groups

In each group, teams will play each other once.

  The four group winners will qualify for the semi-finals.
Tiebreakers
Teams will be ranked according to points (3 points for a win, 1 point for a draw, 0 points for a loss), and if tied on points, the following tiebreaking criteria are applied, in the order given, to determine the rankings
  1. Points in matches among tied teams;
  2. Goal difference in matches among tied teams;
  3. Goals scored in matches among tied teams;
  4. If more than two teams are tied, and after applying all criteria above, a subset of teams are still tied, all criteria above are reapplied exclusively to this subset of teams;
  5. Goal difference in all group matches;
  6. Goals scored in all group matches;
  7. Penalty shoot-out if only two teams are tied and they met in the last round of the group;
  8. Disciplinary points (yellow card = 1 point, red card as a result of two yellow cards = 3 points, direct red card = 3 points, yellow card followed by direct red card = 4 points);
  9. Drawing of lots.
