This proposed policy will lay out a process by which members of the community can vote to remove a user's sysop privileges. The current policy (which works on a case-by-case basis) is at Wikipedia:Requests for de-adminship.
Please feel free to edit this proposal - it isn't "owned" by anyone.
Petition
[edit]In order for a vote to begin, there must be a successful petition. The petition must be signed by ten logged-in users, including three administrators. In order to prevent sockpuppetry, each petitioner's first edit must have occurred at least one month before the petition is created, and every petitioner must have at least 100 total edits. Voting
[edit]After a successful petition has received ten valid signatures, an administrator will close the petition. Two days after the petition is closed, a vote shall begin. The vote will last for seven days. The qualifications for voters are identical to the qualifications for the petitioners: voters must be logged in; their first edit must have occurred at least one month before the vote begins; and they must have at least 100 total edits.
If an administrator receives a majority of "no confidence" votes after seven days have passed, a steward will remove his sysop privileges. If the vote is divided exactly, the voting shall be extended for exactly one day. If, after one day, the voting is still at 50%, the user will remain an administrator.

Specific Issues
[edit]The community may vote only once each year on a specific administrator, and not within one year of that administrator's original promotion. If, within that time, some terrible calamity occurs, the matter will have to be carried out through the normal "snail de-adminship" procedures.
- You mean we de-admin snails? I'd say that's discriminative.
